As mentioned earlier, although players are able to find a key from a guard and another from a table in order to complete the mission's main objective of stealing some uranium, there appears to be no way to open the locked door in the basement.
Well, the fact of the matter is, it's not a bug. You do not need a key to access the Yaran contraband.
To access the caged-in room, wrap around to the right of the chain-link storage area and you’ll find a wall covered with some plywood. Simply melee attack to break through the wood, then head inside and open the crocodile case on the shelf.
